Richard Hall represents Oak Hills, portions of Hesperia

Mojave Water Agency Director Richard Hall has been appointed to the California Special Districts Association Professional Development Committee, the agency announced last week.
Hall is the Division 3 member of the MWA Board of Directors, representing the areas of Oak Hills, Summit Valley area, portions of Hesperia, Pinon Hills, Phelan and Baldy Mesa.
"I am honored to receive this appointment," Hall said in a written statement provided by MWA. "It provides our region with a great opportunity to increase the tools to further enhance local control."
As a member of the CSDA Professional Development Committee, Hall will provide input on shaping the association's programs and benefits to its members. The CSDA represents 1,093 special districts from a variety of government bodies, ranging from airports and libraries to sanitation and water districts.
Members are provided legislative advocacy, legal assistance and access to experts on a variety of issues including revenue protection and risk management.
A retired Army medical corps veteran, Hall also possesses an engineering background and was assigned to work at General Dynamics while in the U.S. Navy. He currently works as an independent manager and financial services consultant.
Hall lives in Summit Valley; he's married and has four children and four grandchildren.
